The concept of “Rising welfare States” is based on the idea that in East Europe, Asia, Africa and Latin America there are new welfare states different from the “mature” ones of Europe and the USA, Canada, etc.. In all regions of the world, there is a development of the social policy and as a result a formation of a basic Welfare State. This is more advanced in countries with emerging economies. The proposal is aimed to papers referring to all continents. Questions to be answered should be related to the different patterns of social policy, the relevance of pensions and social security, how health and education is promoted.
