Introduction
Older age population, by 2050, according to the National Population Council (CONAPO for its acronym in Spanish), is calculated in more than 24 million people, which will represent just over the 20% of the whole population.
The increase of this population group is calling for the attention of society, due to the vulnerability associated to income´s lowering at the end of the economic productive life and with the dependence regarding chronic diseases, disability and reduced functionality. This vulnerability is exacerbated, because the pension system does not consider a significant number of older age adults who do not have access to social security institutions benefits, or health institutions services, public or private. Of the approximately 7 million older age adults counted in the 2010 Census, 1.3 million were pensioned or retired (18.6%), while 5.7 million (81.4%) did not receive any pension or retirement income.
Although there exists a wide and complex multiplicity of pension systems in Mexico, including special systems for private, federal government, state governments and state-owned enterprises employees, as well as special regimes for public universities, development banks and municipalities, all these systems are insufficient. That is why the IMSS 1995 and ISSSTE 2017 reforms of the pension systems, focused on guaranteeing the financial viability of the retirement system; nevertheless, measures implementation in order to extend coverage for the population with lower incomes is needed, as well as schemes for those who have a job that’s lacks of such benefits, and the integration of those multiple regimes into a national equitable pensions and retirement system.
The question that this research will try to answer is this: ¿Does the senior pension program efficiently help to reduce the situation in the section of the population?
The method used to carry out the research will be the case study, the technique will be the deep interview.
